Not really, people could ext at 15x, farm adena and such then just change 5x with tons of adena from 15x (higher rate) and buy gear on 5x and rock there...
And what makes you think, that ppl from x5, are even care about this? This kind of movement will boost the economy due to the large amount of money that, this players, will invest on the market! And then a positive domino will take place! Market demand will be high again and ppl will react with farm/craft which also give an even larger boost to the economy.
Consider this too. When enough players move to x5 the stock on the market will not be able to support all of them at once and farming/crafting can not be instant. So, personal boost will be delayed and a certain balance will be maintained. Not to mention that prices on the market will rise due to high demand.
On the other hand, there is a probability that the players who will move are fewer and able to become seriously strong very fast. Even in this situation the players will, again, not be against it. Cause? For the server, will be boost either way for both economy and population.
