from my observations runes increase base exp by 50% so u get smthg like 17.5 in the end
didnt spend a lot of time to test it more carefully so i can be wrong

why 17,5x not 22.5x ?

becouse it adds 50% only from base exp rate, so from 5x, 50% from 5x = 2,5x
