Mail system level requirement? Cant use cos blocked (1 Viewer)

Hi I have a problem
I have lvl 10 dwarf which can receive items but can't send. I am getting "You cannot send emails to characters who have blocked you." error in system message, although the characters aren't blocked inbetween. I can send items to tha tdwarf without any problems from the same 'blocked' character which is lvl 75.
Is there some level requirement for using mail system?

You need to be level 40 to send. There was an added restriction to prevent RMT bots, for shouts/trade etc and I believe it includes the mail also.
