because they chaging from quest to event periods... but at what time..

In the server information it says UTC.
My question was, why would the time change.

Because I want to know the time when it changes. I can remember like 3-4 years ago SSQ period was changing 18:00 UTC+3 (which was 16:00 in country I live). But last few years it was 18:00 UTC (20.00 in country I live).
