Again I say it, Federation is advertised as a x15 midrate server. You go there, try some popular farming quest like mahums - quest item rates x1, try to spoil mats to craft mw set - rates x1 for spoil, go reg a fort to farm some KE - rates x1 again. You can't expect people to want to catch up...

Out of curiosity, I want to ask, where are those gm buff seeking clans/cps/solo players on Olympia now? On Olympia there is full gm buff, but for the last couple of weeks whenever I log there, activity seems even lower than on Federation.

I'd suggest make a transitional period of 2-4 weeks after every server merge, where you can buy buff potions from gm shop on Federation for let's say 100k adena, so people from the seasonal server can check what is Federation, if they like it there, find a clan, see if it is worth it to be...
